Meeting at the Western Departmental Directorate (DDO)

This Thursday, October 29, 2026, a meeting was held at the Western Departmental Directorate (DDO), located in Champ-de-Mars, to discuss the stabilization and recovery project for the center of Port-au-Prince.

The meeting was chaired by Prime Minister Alix Didier Fils-Aimé, who participated remotely via videoconference. Also present were the Secretary General of the Presidency, Marie Elisabeth Régine Joseph Haddad; representatives from the United Nations Development Programme (UNDP); officials from the DDO; and the Mayor of Port-au-Prince, Yves Andrel Salomon.

During the session, the UNDP Resident Representative in Haiti, Mr. Xavier Michon, presented the AVANSE project, which aims to support stabilization, recovery, and reconstruction efforts in the affected areas. He also indicated that work should begin in November 2026. Several UNDP partners also participated in the discussion remotely.

In his videoconference address, the Prime Minister highlighted the progress made in securing the city center—especially in the Champ-de-Mars area—where operations carried out by the Haitian National Police (PNH), with the support of the Haitian Armed Forces (FAd’H) and the units responsible for the security of the National Palace, have allowed the Port-au-Prince mayor's office to begin its cleanup efforts. He also emphasized the complementarity of the AVANSE program—supported by USAID—with government initiatives. Finally, he referred to the continuation of clearing and securing operations along strategic axes, with the goal of beginning work in the area near the Parliament building in January 2027, in preparation for the upcoming elections. For her part, the Secretary General of the Presidency reaffirmed the General Secretariat's commitment to coordinating the actions of public institutions, local authorities, and civil society actors to promote the stabilization and recovery of the city center. This initiative aims to facilitate the gradual return of the State and the rehabilitation of strategic infrastructure.

Following the meeting, a field visit was made to several streets in the city center —specifically Pavée, Saint-Honoré, de la Réunion and Oswald Durant streets— to assess the situation on the ground and the prospects for rehabilitating these spaces.
